A Challenge for Europe and the World: Key Takeaways from the Munich Security Conference

What Most Experts Overlooked and Whether There Is Room for Optimism

For many European leaders, this year’s Munich Security Conference (MSC) was a true shock. However, just as pessimists see a glass half empty and optimists see it half full, the conclusions of MSC-2025 can be interpreted in different ways.

Despite three days of conflicting and sometimes even polarizing statements—and despite the U.S. stance being a “cold shower” for many—the Munich Security Conference remained an essential platform for discussing Ukraine’s future, ending the war, and achieving a just peace. If anyone thought Ukraine had been forgotten, that is certainly not the case. Our country is still on the agenda and remains a key focus for global leaders. Most importantly, despite differences in perspectives among various nations, one thing remains unchanged: international support for Ukraine must go beyond words and translate into concrete decisions and actions that will strengthen its defense capabilities and resilience.

The world is currently experiencing profound geopolitical turbulence. The challenging circumstances Ukraine finds itself in could work either for or against it. Much depends on us: we can prove that Ukraine is not merely a source of problems and threats for Europe and the U.S. but rather a partner offering new opportunities to build a secure and stable future. Ukraine has much to offer Europe in various fields: from assisting in the creation of joint continental defense forces to providing expertise in digitalization, impact economy, mechanisms for supporting vulnerable populations, and social innovation. At Impact Force, we have witnessed firsthand the strong interest of the EU and the U.S. in Ukrainian NGO projects. The mental health recovery program “Restart Mindset” has become part of the Clinton Global Initiative (CGI) “Commitment Makers 2024”, while the ecosystem approach and results of the “Dream and Achieve” and Impact Business Accelerator programs have been repeatedly mentioned at events during the World Economic Forum in Davos and Ukrainian Week in Washington. This once again demonstrates that we can shape the international agenda and share our experiences with the global community as equals.

In the face of geopolitical turbulence and external challenges, the unity of Ukrainian society will be a key factor in resilience and success. We must join forces to prove to the world that Ukraine is not merely an object of international politics but a proactive and influential player, capable of defending its positions, shaping its own future, and contributing to global security. Ukrainian unity is our strongest weapon—just as it was in 2022, it remains so in 2025. At the same time, Ukraine is also a test for the world—one that cannot be passed without Ukraine playing an active role as a powerful partner.

Another positive development is that this year’s Munich Conference may serve as a wake-up call for Europe, prompting it to act more decisively and strategically. The fate of not only Ukraine but also Europe itself is being decided in Ukraine today. European leaders and other key players on the international stage understand this well. Our task is to shift from being the subject of external discussions—where terms are dictated by third parties—to becoming a dynamic and influential partner in global affairs. This transformation is essential for creating an environment that ensures long-term security.

Technology is increasingly shaping how nations pursue their interests. The ability to collect and leverage data, drive innovation, and implement key technologies is no longer just a prerequisite for economic success but also a decisive factor in the systemic competition between democracies and autocracies. Security policy is becoming more complex due to the rapid pace of technological change and the disruptive potential of many emerging technologies. Awareness of technological vulnerabilities and the risks to critical infrastructure—such as satellites, undersea cables, mobile networks, and pipelines—is also growing. Furthermore, advances in quantum computing present both significant opportunities and serious challenges, particularly in rethinking encryption standards and overall data security.

Naturally, artificial intelligence (AI) was another major topic in Munich. AI is driving innovation in critical sectors—from healthcare and industrial production to space exploration. To fully harness its potential, Europe needs a pragmatic regulatory framework that fosters technological advancement while ensuring safe and ethical AI deployment for the benefit of humanity.

Throughout the conference, there were repeated calls to restore EU unity in addressing security issues and promoting innovation. Once again, this presents an opportunity for Ukraine: with our extensive experience in countering cyber threats, we have much to offer Europe. We can be a valuable partner in building an effective governance system that enables rapid responses to emerging challenges.

The Munich Security Conference 2025 marked a turning point, signaling that Europe is awakening and ready for decisive action. Ukraine must seize this window of opportunity to strengthen its position on the international stage. Our country has demonstrated resilience, and if our unity across all sectors continues to grow, we can become a catalyst for positive change and a decisive factor in restoring Europe’s influence on the global geopolitical map.
