Tender Announcement for Partnership Development Expert Serviceswithin the “Dream and Achieve” Project

The NGO Impact Force announces a tender for the provision of consulting services of a Partnership Development Expert within the “Dream and Achieve” project. The purpose of the assignment is to design and implement a partner engagement strategy, including institutional (government), content, media, and strategic partnerships, as well as to support the formalisation of agreements and coordinate partner activities.

“Dream and Achieve” is an educational programme aimed at equipping Ukrainian women affected by the war with essential entrepreneurial and digital skills to improve their living conditions, strengthen economic integration, and enhance financial security.

Service period: 03 November – 18 December 2025
Application deadline: 24 October 2025
Validity of the financial offer: at least 30 calendar days

1. Objective

To ensure the development and implementation of a partner engagement strategy within the “Dream and Achieve” project, including institutional (government), content, media, and strategic partnerships, as well as support with formalising agreements and coordinating partner activities.

2. Scope of Work

2.1. Partnership Strategy and Engagement Plan

  • Conduct a rapid analysis of potential partner segments and relevant stakeholders.
  • Develop a Partnership Engagement Plan, including:
    • partner categories,
    • messaging/value proposition for each category,
    • pipeline and prioritisation.
  • Align the plan with the project team and ensure its implementation.
    Deliverable: an approved Partnership Engagement Plan.

2.2. Partnerships with Government Institutions (Institutional Partners)

  • Compile a list of potential partners (at least 20) among:
    • line ministries / central executive authorities,
    • regional authorities,
    • employment services,
    • development agencies,
    • local communities and relevant programmes.
  • Develop and adapt materials for negotiations:
    • presentation deck,
    • outreach / support request letters.
  • Initiate contact, organise, and conduct negotiations.
  • Bring negotiations to agreed next steps and/or formalisation of cooperation (letter of support / memorandum / joint activation).

KPIs:

  • list of ≥ 20 institutions compiled
  • ≥ 5 negotiations conducted
  • ≥ 1 confirmed institutional partner engaged

2.3. Content Partnerships (Speakers, Workshops, Lectures)

  • Build a database of potential content partners:
    • speakers for training modules,
    • speakers for workshops and additional lectures.
  • Prepare cooperation proposals (format of engagement, speaker benefits, topics).
  • Conduct negotiations and secure participation confirmations.
  • Coordinate scheduling and speaker integration into the training programme together with the content team.
    Deliverables: speaker database + agreed engagement schedule.

2.4. Media Partnerships

  • Develop the structure of media partnerships (packages / levels of participation).
  • Compile a list of potential media:
    • online outlets and regional media,
    • podcasts / YouTube channels,
    • niche platforms and communities.
  • Conduct outreach and negotiations regarding:
    • publications / series of materials,
    • announcements of key programme milestones,
    • special projects (where possible).
  • Track agreements and monitor implementation.
    Deliverables: media partnership plan + contact database + list of confirmed integrations.

2.5. Strategic Partnerships (Business / Foundations / International Organisations)

  • Compile a list of potential strategic partners:
    • technology companies,
    • financial/banking institutions,
    • foundations and international organisations.
  • Prepare tailored partnership proposals.
  • Conduct negotiations regarding:
    • partner contributions (funding, services, prizes, platforms, access, expertise),
    • joint activities and communications support.

Recommended KPI: ≥ 1 confirmed strategic partner and/or ≥ 1 contribution in the form of resources/prizes/services.

2.6. Partner Database Management and Documentation

  • Maintain a partner database/CRM (pipeline).
  • Prepare and maintain templates:
    • partnership letters,
    • MoUs/LoIs/confirmation letters.
  • Record all agreements within the project structure (Google Drive / CRM).

2.7. Coordination of Partner Activations and Communications

  • Align with PR/SMM teams on:
    • partner mention guidelines,
    • logos,
    • key messages.
  • Support the implementation of partner activities (announcements, joint publications, participation in events).

3. Expected Results

  • Partnership Engagement Plan developed and approved.
  • List of ≥ 20 potential institutional partners compiled; ≥ 5 negotiations conducted; ≥ 1 confirmed partner engaged.
  • Database of content partners created and engagement schedule agreed.
  • Media partnership plan prepared and list of confirmed integrations compiled.
  • ≥ 1 strategic partner engaged or contribution secured in the form of resources/prizes/services.
  • Partner database management and documentation system established.
  • Effective coordination of partner activations and communications ensured.

4. Requirements for the Contractor

Mandatory:

  • 3+ years of experience in partnership development / business development / fundraising / stakeholder engagement
  • Proven experience in negotiations and partnership agreements
  • Ability to develop partnership proposals, presentations, and letters
  • Strong organisational skills (pipeline, CRM, deal tracking)
  • High-level written and verbal communication skills in Ukrainian

Preferred:

  • Experience working with social projects, NGOs, education, or women-focused programmes
  • Network in the public sector / business / media
  • English (intermediate+)
  • Experience in PR/marketing partnerships
