Announcement of a tender for communication support services for the ReStart Mindset 2025

The non-governmental organisation Impact Force announces a tender for communication support for the ReStart Consciousness 2025 programme through the planning, implementation and analysis of communication activities to increase awareness, inform and engage target audiences, and shape a positive image of the programme.

The ReStart Mindset 2025 program is aimed at strengthening mental resilience, personal and digital security of women affected by Russia’s war against Ukraine — including veterans, internally displaced persons, returnees, and women from military families.

The initiative is implemented by Impact Force with the technical support of UN Women Ukraine and funding from the UN Women’s Peace and Humanitarian Fund (WPHF) — a flexible and rapid financing tool that supports quality interventions to strengthen the capacities of local women in conflict prevention, crisis response, emergency relief, and peacebuilding.

Service period: 20 May – 25 July 2025

Application deadline: 16 May 2025

Price proposal validity period: at least 30 calendar days.

Organisational requirements: 

  • Legal entity or individual entrepreneur registered in accordance with Ukrainian law. 
  • Payment for services will be made exclusively in non-cash form on the basis of a concluded contract and a certificate of completion.

Terms of reference (ToR): 

Objective: to provide systematic communication support for the project by planning, implementing and analysing communication activities to increase awareness, inform and engage target audiences, and build a positive image for the programme.

Scope of work:

Communication support: 

  • development and adaptation of a communication plan in accordance with the Client’s goals and target audiences;
  • formation of a content plan taking into account key events, initiatives and seasonality.

Interaction with the media: 

  • preparation and distribution of press releases, requests for publications or interviews;
  • building and maintaining relationships with the media: selection of relevant journalists, platforms, and editorial offices. 

Media monitoring: 

  • monitoring of the media and online platforms (collection of mentions, coverage analytics), preparation of reports on publications and coverage. 

Reporting and analytics:

  • provision of interim and final reports describing the work performed, coverage, publications, and level of interaction;
  • conclusions and recommendations for further communication activities.

Expected results:

  • Approved communication plan and content plan.
  • Press releases and media materials prepared and distributed.
  • Established contacts with relevant media outlets.
  • Regular interim and final reports with indicators of work performed, coverage, and analytical recommendations.

Requirements for the contractor:

  • Experience in developing communication strategies and plans. Practical experience working with the media (organising publications, interviews, press releases).
  • Media monitoring and analytical report preparation skills.
  • High level of written proficiency in Ukrainian and ability to work with complex information.
  • Ability to meet agreed deadlines and work in collaboration with the Customer’s team.
