The Impact Force public organization announces a tender for the provision of Partnership Development Expert consulting services within the framework of the “Dream and Achieve” project with the aim of developing and implementing a strategy for attracting partners, including institutional (state), content, media, and strategic partnerships, as well as support for the formalization of agreements and coordination of partnership activities.
“Dream and Achieve” is an educational program aimed at providing Ukrainian women affected by the war with the necessary entrepreneurial and digital skills to improve their living conditions, strengthen economic integration, and financial security.

Organizational requirements:
- A legal entity or individual entrepreneur registered in accordance with Ukrainian law.
- Payment for services will be made exclusively in non-cash form on the basis of a concluded contract and an act of work performed.
1. Purpose of the task
To develop and implement a multifunctional educational chatbot for participants in the “Dream and Achieve” program, which automates key educational and administrative processes of the program.
The chatbot should provide:
- registration of program participants;
- collection and storage of basic needs assessment data;
- step-by-step interaction with training modules;
- testing and acceptance of homework assignments;
- tracking of progress, results, and participation analytics;
- convenient administrator access to summary data and reports.
2. Scope of work
The contractor undertakes to implement the following chatbot functionality:
2.1. User registration
- Welcome message with a brief description of the program.
- Collection of basic data:
- full name;
- phone number;
- consent to the processing of personal data.
- Automatic recording of the date and time of registration.
- Assigning a unique ID to each user and linking it to their learning progress.
2.2. Needs Assessment
- Automatic opening of the questionnaire immediately after registration.
- Collection of data on:
- participants’ business goals;
- level of digital skills;
- expectations from the program;
- desired learning formats.
- Saving responses in a database with the option to export (Excel/CSV/Google Sheets API).
2.3. Sending training modules
- Automatic sending of access to a new module every week (Monday, 10:00 a.m.).
- Delivery of content via Telegram (links to videos, including YouTube).
- Total number of modules — 14, duration of one module — 1 week.
- Access logic:
- transition to the next module after completing the current one;
- in case of non-completion — sending reminders;
- maximum access — up to 3 modules in advance without passing tests and assignments.
2.4. Testing and homework
- After each module:
- 10 test questions (1 point for each);
- sequential opening of questions (the next one after the answer).
- Recording in the database:
- selected answer;
- number of points (10 test questions worth 1 point each (10 points maximum);
- response time (in seconds, if technically possible).
- Additional detailed assignment (up to 5 points):
- text answer or file.
- Maximum number of points per module — 15.
- Notification to the participant with the results in points and information about the opening of the next module.
2.5. Tracking and analysis of results
- Automatic calculation:
- points for each module for each participant;
- total points for the program for each participant.
- Generation of summary tables for the administrator (rating/success of participants for each module and overall):
- registration data;
- needs assessment results;
- progress by module;
- scores for tests and homework assignments;
- time taken to complete each test and essay question.
- Ability to export data into two separate tables (results and answers) with results and answers to essay questions, time taken.
2.6. Administrative functionality
- Administrator access to:
- list of all registered users, date and time of their registration;
- results of specified blocks;
- data export.
- Implementation via the admin panel or integration with Google Sheets with export of separate blocks: needs assessment, progress by module, scores for each test and essay question, total score per module, and total score for all modules, response time for each test and essay question (if possible)
2.7. Technical and additional requirements
- Platform: Telegram.
- Interface language: Ukrainian.
- Secure data storage with regular backups.
- Visual branding in accordance with the “Dream and Achieve” program.
- Support for unique participant IDs for synchronization with other systems.
3. Requirements for the contractor
The contractor must have:
- Experience in developing chatbots or educational digital products.
- Experience working with Telegram Bot API.
- Understanding of the logic of educational programs, LMS, or online courses.
- Experience working with databases and data export.
- Knowledge of personal data protection requirements.
- The ability to work within deadlines and communicate with the Customer’s team.
4. Expected results
- Based on the results of the technical specifications, the Customer expects to receive:
- A fully functional educational chatbot in Telegram.
- A complete training cycle: from registration to results analysis.
- A structured and accessible system for collecting data and tracking participants’ progress.
- A ready-to-use tool for scaling the “Dream and Achieve” program in 2025.
