The Ukrainian NGO Impact Force announces a tender for the procurement of expert business consulting services in the format of weekly online consultations during March-April 2024 for the participants of the Energy Efficiency Innovators of Ukraine programme.

The services will be provided within the framework of the Energy Efficiency Innovators of Ukraine programme, which aims to develop a new generation of forward-thinking leaders and create an inclusive ecosystem that will enable innovators in the energy sector to move Ukraine towards a sustainable and resilient future.

The Energy Efficiency Innovators of Ukraine programme is implemented by Impact Force with the support of the project Promoting Energy Efficiency and Implementation of the EU Energy Efficiency Directive in Ukraine, implemented by GIZ on behalf of the German Government and co-financed by the Swiss Government.

RELEVANCE.
According to the World Bank, the war in general and targeted strikes have taken a heavy toll on Ukraine’s energy sector. They have caused severe infrastructure damage, power outages, economic losses, security risks, and impede the country’s progress towards a sustainable energy future. Estimated damage is at least $1.2 billion, although the true extent of the destruction in areas under Russian control remains uncertain due to limited information.

PROGRAMME OBJECTIVE
This initiative aims to identify energy efficiency market players and equip them with the skills and knowledge necessary to bring about significant changes in the energy sector and the wider Ukrainian economy. The programme is not limited to traditional business education as it not only addresses the immediate business needs of the participants, but also develops a culture of sustainable and innovative energy solutions.

STRATEGIC OBJECTIVES AND ACTIVITIES OF THE PROGRAMME

• The Programme will be strengthened by a nationwide communication campaign to promote and highlight the needs and challenges of the energy sector.
• Under the Programme, we plan to implement the following activities to accelerate the transformation of Ukraine’s energy sector:
• Developing a stakeholder map of at least 50 key organisations and businesses from different sectors that offer or produce innovative energy solutions in Ukraine.
• Business needs assessment to identify and address the immediate, medium and long-term needs of stakeholders.
• Creating a network of innovative market players in the field of energy efficiency to lay a solid foundation for Ukraine’s sustainable energy future.
• Providing targeted expert advice and management assistance from top-notch international and national experts to improve the participants’ business plans and presentations, and thus increase their commercial attractiveness to national and international buyers.
• Organisation of a Demo Day, where 30 finalists will meet together and get to know international and national experts and potential buyers.

As a result, the Programme participants will launch energy-efficient recovery and market transformation processes. In addition, five companies will be selected to participate in the Impact Business Acceleration Programme.

ORGANISATIONAL REQUIREMENTS
Legal entity or individual entrepreneur under the laws of Ukraine. Payment for goods/services will be made exclusively in non-cash form, in accordance with the concluded agreement and the act of work performed (services rendered).

TERMS OF REFERENCE
The purpose of this tender is to select qualified expert consultants to provide business consulting services in the format of weekly online consultations during March-April 2024 for the participants of the Energy Efficiency Innovators of Ukraine programme. The consultations will be based on a preliminary and processed needs assessment from the participants.

• SCOPE OF SERVICES:
• Preliminary 1-3 Zoom call (or meeting) with the client to approve the concept, format and timing of the consultations;
• organisation of a team of experts (5-10): engagement of experts for consultations based on the customer’s assessment of the needs of project participants (if there are several expert consultants);
• experts conduct individual consultations for project participants, lasting 1 hour per consultation, but no more than 2 consultations per expert, on the basis of an online platform selected by the customer;
• monthly meetings with the customer on the progress of consultations and adjustments to the schedule, timing or format of consultations;
• support for project participants in the form of additional consultations to prepare for the Demo Day;
• participation of experts in the Demo Day as invited experts and guests.

REQUIREMENTS FOR THE CANDIDATE

• experience in launching and implementing own business and/or experience in working with start-ups, businesses:
• ability to evaluate and improve business plans and presentations;
• skills in management consulting: experience in providing strategic advice on business development and increasing the commercial attractiveness of projects;
• experience of working with small and medium-sized businesses, contacts in the business environment, experience of working with international projects is desirable;
• experience in energy efficiency reconstruction or market transformation projects is desirable: practical experience of participation in similar initiatives;
• expertise in the field of energy efficiency and innovation is desirable;
• ability to effectively transfer knowledge and skills, motivate participants to implement innovations;
• understanding of current trends and challenges in the Ukrainian energy market, as well as international practices in this area;
• ability to communicate effectively with programme participants and the customer;
• ability to analyse and work on the basis of a preliminary assessment of the participants’ needs;
• willingness to adapt the format and timing of consultations to the needs of the client;
• ability to work with different levels of skills and experience of participants.
